Stray dogs are here, there and everywhere. Often we find them messing up garbage bins thereby littering the place.
I faced the same issue where the garbage which I had left overnight for CCP to collect the next morning was found all along the front portion of my house.
To overcome this problem, I have modified our garbage bin by putting school bag type strap with a buckle and the milk bag is replaced by a metal box.
Garbage strewn near the Dona Paula police station is also a regular feature and CCP workers have to slog to collect it in the morning as the CCP trolley boxes are overturned by these strays as they have no proper protection from animals.
Perhaps CCP can find some solution like animal-proof enclosures or bins with clamps so that there is no litter on the roads by stray animals or gust of heavy wind.
