It was indeed shocking to read the news that in yet another daylight daring assault, activist Rama Kankonkar was attacked in Caranzalem. Five of the six assailants, all history-sheeters, were reportedly identified and arrested soon after. This happens to be the second attack on the activist. After the first attack, a police complaint was lodged. It is learnt that a couple of the goons were also involved in the recent attack. Assaults and gang wars have become the order of the day in the State. The goons are emboldened since no punitive action is taken for their criminal conduct.
These goons could be roaming freely on the streets, posing a danger to the citizens. What seems necessary is externment or tadipaar of goons with a history of criminal activities. Tadipaar is a preventive measure in India where a person with a history of criminal activity can be ordered to leave a specific district or area for a set period, typically up to six months. The process involves authorities reviewing an individual’s prior conduct, issuing a notice, and if deemed necessary, requiring the person to sign a bond to refrain from further criminal acts. Failure to comply with the bond or continued criminal behaviour can result in the issuance of an externment order, which prohibits the individual from entering the designated area.
