It was amusing to read about some state-appointed Portuguese translators with no authentic qualification, but a mere certificate issued by a private body under the name of Institute Camoes. A certificate from the Institute of Camoes is a meagre certificate and not a degree offered by a university.
There are many bogus translators making money from various sources. These bogus translators, who were sanctified by the Parrikar government, need to be thrown out and rightly so the Pramod Sawant government has done it. The worthy Portuguese documents have to be translated by worthy qualified men and not fraudulent persons pretending to be experts and making money at the cost of the government.
