Unauthorised activities at Benaulim beach

For many months now, we have been witness to free Bible study sessions being conducted by foreign tourists at Benaulim beach. Stands are set up in the parking area with fliers, and passers-by are encouraged to browse through their pamphlets.

Firstly, are these people authorised to carry out such activities while on a tourist visa, and secondly, why are they using a public space for such covert indoctrination? The law enforcement authorities should take action against such illegal activities.
