The Panchayat Minister Mauvin Godinho recently had his BJP govt introduce a flawed 15-day response deadline to those applying to Panchayat for real estate approvals. If response is not given within 15 days, then those applying for permissions get the approvals under the deemed clause (even if there are illegalities or violations of the law!) I say this 15-day deemed clause is severely flawed because the Panchayat body itself doesn't meet every 15 days, so how can they take proper decision? Add to it other things/holidays/leaves which might come in the way… also how can the Panchayat body arrange any inspections in such a short time. If the Goa government says this is about efficiency then how come they are not interested in introducing efficiency policies to favour the people in general so that they get time bound action on their basic services including on complaints on illegalities, corruption, etc Looks like this 15-day deadline is just a deceitful tactic by Goa BJP to ravage Goa villages with real estate development without proper checks.
