On a day when the new GPCC chief formally took charge at Congress House, the Goa Forward Party quietly went about strengthening its grassroots network by constituting 10 constituency blocks. Saturday’s appointments suggest that Goa Forward is preparing to expand its footprint well beyond its traditional stronghold of Fatorda.
