Technical Officer
Has been associated with Goan State teams as the state coach in various capacities at coaching and managerial level for the last 30 years and has also represented the state as a footballer for nearly 10 years. He was the head coach of the India U14 team, and his role at GFA will be to work with the AIFF Technical Director to create a strong technical foundation for the state teams and elite development programmes.

The Executive Committee of the Goa Football Association (GFA) in a meeting held on Wednesday approved two key appointments at GFA under the FIFA State Development Programme.
Peter Fernandes was appointed as the Marketing and Operations Officer at GFA and Peter Valles was appointed as the Technical Officer - tasked with charting out a technical plan for the State.
Fernandes will be largely responsible for strengthening the operational and marketing aspects, while ensuring that GFA's brand profile and communication strategy with various stakeholders is improved. He has been associated with the Rugby World Cup in New Zealand, and the Hockey Village India Project, and brings strong operational and marketing capabilities.

Valles addressed the members and laid out the immediate plans for the future.
The GFA members were of the opinion that the FIFA intervention is much needed. The FIFA State Development Programme is a plan in line with the Four Year “AIFF Strategic Plan”, with the AIFF and FIFA taking the active onus of improving technical and marketing capacities at six state associations as these would in turn significantly impact the development of Indian football.
The meeting commenced with a minute's silence in memory of ex GFA Executive Committee Member and Match Commissioner Romeo Pires. While appreciating the contribution of Pires, the GFA Executive Committee members highlighted his contribution to the referee development plans in Goa.
In other developments, the committee reviewed the current GFA tournaments and resolved to strengthen the mechanisms to finish tournaments within schedule. New formats were explored, and the committee members felt that the same should be shared with the clubs for their feedback.
The GFA committee appreciated the role of match organisers, grounds incharge, clubs, team managements, referees, staff and volunteers whose synergistic cooperation has been the key driver to ensuring that the tournaments were on schedule. The committee members had a special word of praise for the women's
sub-committee under whose guidance, the inaugural inter-college women's league was organised successfully. The committee congratulated the women's senior team currently playing in Jabalpur, for their second successive win in the Zonal Nationals. The team, with an average age of 18, is the only team to remain unbeaten in the competition.
In other decisions, the committee discussed the procedural aspects of registration. Problems and issues faced, as well as solutions and ideas to developing more robust systems of player registration were deliberated upon with the objective of making the process of registration faster, more efficient and tamper proof.
The GFA committee discussed new partnership proposals received from international event agencies. It was felt that fans were the biggest stakeholders and a comprehensive stakeholder consultation process would be put in place over the next six months, in consultation with the AIFF and FIFA.
