Travelling along the Porvorim stretch of NH-66 was anything but a routine commute for the past 29 months, and moving between Mapusa and Panaji was a daily test of patience. Serpentine traffic queues, clouds of construction dust and cratered roads turned the journey into an exhausting ordeal that stretched for hours. Residents, commuters and businesses alike had to contend with lane restrictions and narrow diversions as the ongoing work disrupted everyday life.
With Union Minister Nitin Gadkari inaugurating the 5.15-kilometre, six-lane elevated corridor, that ordeal has finally ended. For the thousands who have endured the chaos over the past two-and-a-half years, the opening of the Rs 641-crore project will come as a huge relief. Built amid severe space constraints and challenges, the corridor is an engineering achievement and addresses roadblocks on North Goa’s busiest routes. By taking the traffic off the surface road and onto the elevated corridor, the project is expected to drastically reduce travel time between Mapusa and Panaji. Peak-hour journeys that could take around 40 minutes in chaos are expected to come down to barely 10 minutes.
Yet, as traffic begins to move above Porvorim in a couple of days, the project will face scrutiny, both in terms of seamless travel and the businesses on the ground. Infrastructure on this scale does more than ease congestion. It changes the economic and social character of the areas through which it passes, presenting challenges that cannot be ignored.
At ground level, the change could be particularly significant for local businesses. For decades, roadside establishments and service providers depended on walk-in customers. These businesses that relied on passing highway traffic could face a very different future.
Petrol pumps, roadside eateries and quick-stop outlets that once benefited will now find a large share of potential customers passing overhead. The surface road will increasingly serve local traffic rather than long-distance movement, forcing businesses to adjust to a changed commercial environment.
There are also important operational challenges ahead. Moving as many as 80,000 vehicles a day onto the elevated stretch may ease congestion at Porvorim, but traffic problems rarely disappear simply because vehicles move faster at one point. The concern now shifts to where that traffic converges at either end of the corridor, particularly towards Panaji and the Mandovi bridges.
If vehicles are able to race through Porvorim in minutes only to pile up at the next bottleneck, the problem will merely have been pushed further down the road, similar to the case at Verna. Traffic management at the entry and exit points of the flyover will therefore be crucial. Without coordinated and intelligent planning, congestion could simply be shifted rather than eliminated.
Safety is another area that requires immediate attention. A high-capacity corridor carrying every category of vehicle, from heavy trucks to two-wheelers, cannot afford gaps in monitoring and emergency response. The absence of adequate CCTV surveillance from the outset raises legitimate concerns. Real-time monitoring and emergency response must be put in place without delay. A minor collision or vehicle breakdown on an elevated structure has the potential to disrupt traffic far more seriously if it is not detected and cleared quickly.
It is now to be seen how well the ground-level economy adapts, how effectively the surface network is maintained, and how seamlessly vehicles are managed at either ends of the corridor. The success of the project hinges on these challenges. Otherwise, we may discover that while the road has risen above Porvorim, some of its traffic problems have merely moved elsewhere.
