Sarpanch vows not to issue construction permission on agricultural land

Parra Gram Sabha on Sunday has virtually given thumbs down to the Regional Plan in the current form for the village and resolved to inform the government about its opposition to the plan.

At the outset, Sarpanch Delilah Lobo said the plan prepared by the panchayat sub-committee for the village has not been incorporated in the government Regional Plan and in some cases agricultural land has been shown as settlement zone.

The panchayat had displayed the Regional Plan prepared by the government for Parra and the plan prepared by the panchayat sub-committee for Parra for public view.

Environmentalist, Claude Alvares, who was part of the panchayat sub-committee also said none of their suggestions have been incorporated in the plan.

“We had formed a sub-committee and made a plan for our village, but none of it reflects in the government plan. We should oppose this plan,” Alvares said.

Former sarpanch Benedict D’Souza also questioned the government’s decision to ignore suggestions given by the panchayat.

“The Regional Plan displayed by the government now is the same as it was prepared by the government in 2011. None of our suggestions or objections have been taken into consideration,” he said.

Taking into consideration the views of the members, the Gram Sabha resolved to go by the plan prepared by the panchayat and accordingly inform the government of the same.

“If anyone comes for permission for construction, we shall go by the plan prepared by the local panchayat,” the sarpanch said.

The sarpanch vowed that by no means she would allow permission to convert agriculture land in the village.

It may be recalled that Calangute MLA Michael Lobo had also recently pointed out to certain discrepancies in the Regional Plan and sought an extension of one month for public to propose objections or suggestions.

The Parra sarpanch also informed the Gram Sabha that Parra Communidade has decided to give 1000 sq mt of land to the panchayat to set up the facility of a cattle pound in the village.
