Double-parking is okay if the vehicular driver remains seated behind the wheels when the car is parked. This way the car can be moved whenever required. However if the driver prefers to lock the car and leave it double-parked, it can create problems for the cars parked in the parking lot as they will not be able to remove the car.
It appears that there is no drive against double-parking and is many a times overlooked by the police personnel. Double-parking must be considered against the rules and prohibited as it creates problems for those who have parked their cars in the parking-lot.
