The disposal of garbage in this manner usually takes place under the cover of darkness when vehicles could be carrying large quantity of trash for disposal. It may not be possible for the authorities to keep a constant vigil on those indulging in such illegalities. Here is where the role of a vigilant citizens assumes significance by acting as complainants which can lead to the culprits being apprehended.
In this regard, it is understood that the Varca village panchayat recently passed a resolution whereby fifty percent of the money collected as fine from those caught dumping the garbage by the roadside, in open spaces and waterways is given to the complainant while the other half is kept by the panchayat. This is a novel way of involving the citizens in the drive against unhygienic way of disposing the garbage. This incentive offered by the panchayat will make the citizens of the locality more vigil against improper disposal of garbage and need to be followed by other village panchayats in the state.
