Candolim locals decide against ODP for village

P'yat to take suo moto cognisance of violations

MAPUSA

Upset with the government for forcing the outline development plan (ODP) down their throats, Candolim villagers on Sunday unanimously resolved not to have an ODP for the village.

The Candolim gram sabha also resolved that the panchayat will suo moto take cognisance of any violations reported in the village and will not mention the complainant’s name while serving notice against the offender.

The ODP issue was raised by a local Monico Fernandes who requested in writing to hold a special gram sabha exclusively on ODP but the panchayat refused to entertain the request.

Candolim Sarpanch Blaize Fernandes said the matter is sub judice as the ODP was challenged in the court.

“After the matter is resolved in the High court, the panchayat will take the villagers in confidence in preparing a fresh ODP and will be passed in gram sabha,” Fernandes said.

However, the gram sabha members in unison said, “We don’t want ODP.”

A villager DamiaoTelles suggested taking a resolution not to have ODP for the village again, which was not objected by the panchayat and was therefore adopted.

A local Anthony D'Souza objected to the panchayat's action to name him as a complainant on a notice served against a violator .

He insisted that the panchayat should take suo motto action when matters are brought to the notice of the panchayat during the gram sabha.

The gram sabha then unanimously resolved that when violations of any kind within the jurisdiction of the panchayat were raised by the member/members at the gram sabha, the panchayat shall take cognizance of such violations and thereby address the concerned violator in the name of the village panchayat and not in the name of the gram sabha member/members.

Anthony D’Souza proposed the resolution which was seconded by Robert Dias.

A villager Babita Dabilkar raised the issue of blocking of traditional access to an agricultural field by a builder by dumping debris at Orda.

The sarpanch assured to look into the matter and open the access.

The villagers also resolved not to allow any rent-a-bike or cars to be parked 24x7 in public parking areas.

Parking fee was also proposed.
