Chimbel residents demand holistic GPDP for village

The Chimbel locals objected to the Gram Panchayat Development Plan (GPDP) which mostly had drainage and pavers works and asked the panchayat to prepare the plan afresh after conducting a survey of the village.
The demand was made at the special gram sabha on Sunday when Revolutionary Goans leader Ajay Kholkar pointed out that the GPDP should be a holistic plan where focus should be laid on overall development of the village in the sectors of health, education, hygiene, sanitation, women empowerment, employment generation, among others.
"However, the GPDP which was presented today mostly had drainage and pavers works, which could have been prepared by the panchayat itself and need not have a specialised committee for the same," Kholkar opined and submitted a document to the sarpanch which gives details on planning the GPDP.
Further, Kholkar took the panchayat authorities to task for excluding him from the Village Development Committee (VDC) meetings when he automatically qualifies as VDC member since he is member of Road Safety committee.
Sarpanch Sandesh Shirodkar has now promised that a fresh GPDP would be prepared only after survey of the village with the help of VDC members.
Meanwhile, the issue of illegal kiosks operating at Indira Nagar was also hotly debated with the locals questioning the panchayat inaction on the matter.
However, sarpanch Shirodkar said that the panchayat has written to the Collector to Initiate action against the illegal kiosks.
But, Kholkar pointed out that under section 73 of the Goa Panchayat Raj Act, the panchayat has the powers to act against any shop or establishment which is being operated in the village without permission of the local body.
The issue of MLA Rudolf Fernandes' proposal to set up STP at Indira Nagar was also discussed with local Govind Shirodkar stating that there is opposition to the same.
"A resolution to this effect was already passed by the villagers and the politicians should not test our patience," Shirodkar warned.
On another proposal to shift the Material Recovery Facility from Indira Nagar to Xirent, the locals warned of severe repercussions if any attempts were made to do so.
