Leader of Opposition, Yuri Alemao, raised concerns about the proposed observatory towers and viewing gallery at the new Zuari bridge. In response, the Government of Goa, through the Public Works Department (PWD), shared details about the project. Chief Minister Pramod Sawant, who is also the Minister for PWD, provided the information.
The government plans to build observatory towers and a viewing gallery at the New Zuari Bridge. The tender notice is available, but no work order has been issued yet. A Letter of Acceptance (LOA) was issued on December 14, 2023. Due to the large size of the tender documents and Concession Agreement, they are provided in a digital format.
The project is expected to generate revenue for the state according to the Concession Agreement. Details on how the revenue will be generated are included in the agreement.
The project will follow the Design, Build, Finance, Operate, and Transfer (DBFOT) model. The contractor will invest in the construction and setup of the facilities, including parking, at their own cost. The estimated cost of the project is Rs 270.07 crore. The contractor will recover their investment and earn revenue over a 50-year period.
The state government will not make any financial investment in the project. Land for the project will be leased to the contractor as per the Concession Agreement.
The contractor will lease land along the highway for the project. The land belongs to the Ministry of Road Transport & Highways (MoRTH), New Delhi. The lease rate will be 17.32% of the total land area cost based on the ready reckoner rate. The land parcels are in Industrial/Settlement Zones.
