The nearly 3,000 housing societies are struggling to meet the mandatory requirements of Goa’s Cooperative law, according to data maintained by the Registrar of Cooperative Societies (RCS).
As of August, there are 2,916 Cooperative Housing Societies on the books of the RCS across all the five zones: Central Zone encompassing Tiswadi taluka, North Zone which includes Bardez and Pernem, Bicholim-Sattari zone, Ponda zone, Salcete-Mormugao zone and the Quepem zone.
However, hardly 10 per-cent of these nearly 3,000 housing societies have complied with all the mandatory requirements of the Goa State Cooperative Societies Act but RCS sources said officials of the department are assisting these societies, many three and four decades or more old, to meet the mandate of the Co-op law.
But the nitty gritties of the law have been complied with to the tee by most societies registered in the last two years, an RCS official said.
“Thirty-eight housing societies which were registered in the last two years have fulfilled all mandatory requirements,” the official said.
The Salcete-Mormugao zone accounts for most of the registered housing cooperative societies having 1,318 of Goa’s total 2,916 housing societies. The North Zone which encompasses Bardez and Pernem has 606 housing cooperative societies which is the second highest, closely followed by the Central (Tiswadi) zone with 545 housing societies.
The Ponda zone has 399, the Quepem zone has 75 and the Bicholim-Sattari zone has 48 housing cooperative societies registered even as the office of the Assistant Registrar of Cooperative Societies (ARCS) in Ponda has most number of law-compliant societies.
Officials of the ARCS across all zones are assisting housing societies to fulfill their legal requirements and are now taking the aid of digital tools to help them take the e-filing route. The societies have been issued circulars to embrace technology and the paperless route, the RCS official said.
Meanwhile, at least 155 societies across the State had complaints filed against them with ARCS across the five zones adjudicating these. A majority of these (113) complaints have already been disposed and the balance are pending adjudication, the RCS data shows.
