According to a senior official of the Goa Waste Management Corporation (GWMC), Hindustan Waste Treatment Pvt Ltd, Srinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Pvt Ltd, and HNB Engineers Pvt Ltd have been shortlisted following scrutiny of submissions under the Request for Qualification (RFQ) stage.
“One of the shortlisted firms is already operating the Saligao solid waste treatment plant, which gives us a reference point for performance,” the official said.
The next stage of evaluation will involve site inspections of the companies’ existing facilities.
“We will conduct visits to their operational plants next month to assess their technical capabilities and track record,” the official added.
However, no timeline has been indicated for finalising the successful bidder.
A total of six firms had responded to the RFQ floated by the GWMC over five months ago, with four meeting the eligibility and technical criteria to proceed further.
The Bainguinim facility, planned as a 100-tonne-per-day (TPD) solid waste processing plant, is being positioned as a critical addition to Goa’s waste management infrastructure at a time when garbage accumulation has become an increasingly visible concern across the State.
The project, first proposed in 2019, has faced multiple delays over the years due to technical constraints, administrative bottlenecks and sustained opposition from sections of local residents.
Concerns have ranged from environmental impact to proximity to habitation.
The urgency to operationalise the Bainguinim plant has grown amid mounting garbage heaps in several parts of Goa, particularly during peak tourist seasons when waste generation spikes sharply.
The State has also been grappling with rising costs linked to transportation and processing of waste.
Once commissioned, the Bainguinim facility is expected to ease the burden on existing plants and improve decentralised waste handling in the central belt.
Officials indicated that after the inspection phase, the shortlisted firms will move into the next stage of bidding, which is expected to include detailed technical and financial proposals before the final selection is made.
