Reports of the government being inclined to give a year’s extension to current director of Accounts Dilip Humraskar who is due to retire on attaining the superannuation age at the end of August has prompted the Opposition Congress party to voice its opposition to the move.
The Congress said on Tuesday that if these reports are true and Humraskar is indeed given a service extension by the State government, it will cause grave injustice to Satyawan Talwadkar of ST community who is eligible and in line to take office.
Worse, Talwadkar too is due to retire on superannuation in October and he should be appointed as Director of Accounts, Congress’ Ramakrishna Jalmi said.
Jalmi who heads the State Congress’ ST cell, also warned that the decision if taken to give Humraskar an extension will be challenged in court.
Jalmi said Humraskar who is the current Director of Accounts, will retire on August 31 but according to information the party has gathered, the State administration is working on giving him an extension beyond August 31.
Talwadkar should be promoted as director as per rules. If not it will be grave injustice to him as he too has just three more months of service before he retires.
Meanwhile, the Congress has written to Chief Minister Pramod Sawant against giving Humraskar an extension saying it will deprive Tawalkar of the opportunity.
They said, Talwalkar, who has 30 years of service, will be the first member of the ST Community to head the Directorate of Accounts.
Meanwhile, the Goa Accounts Cadre Officers Welfare Association has also written to Sawant on similar lines opposing any extension to the incumbent and demanding the rightful appointment of Talwalkar.
“It will set a new precedent and the entire cadre will get discouraged and demoralised,” the Welfare Association said in its letter to the chief minister.
