As far as Goa is concerned the allocations of just Rs 1049 crore by the 16th Finance Commission is too ridiculous as against the demand by the government of Goa of about Rs 26000 crore.

“The Goa Village Panchayat workers have not been paid the benefits of 7th Pay Commission yet. Rs 900 crore allocation is meant for Panchayats. Goa AITUC demands Panchayat workers should be paid their 7th Pay Commission dues without delay,” stated Prasanna Utagi, president, AITUC, Goa.

The budget is a document that appears more of a compilation of earlier announcements rather than a roadmap with measurable social and economic outcomes. Budget speech was full of rhetoric that has no substance for the common masses. Only future promises. It has given lots of concessions to corporates and big business in the name of Ease of Doing Business. It has rolled out 360 reforms to say that the budget is Reform Express, said the AITUC president.

The transport and defence together get over 22% allocation, whereas Health, Education, and Social Welfare combined are under just 6% which highlights weak social sector priority for the government despite common people are facing daily rise in cost of living, which reflects in India’s poor showing in HDI ranking in the world community. The Working Population is young but faced with Job-Less growth; so invoking Youth Power is meaningless, alleged Utagi.
