After the uproar at the Council meeting wherein the City Fathers clean bowled the administration over the issue of maintenance and beautification of the traffic island, Margao Municipal Chief Officer Agnelo Fernandes has said the proposal and the Memorandum of Understanding (MoU) entered with the private party is being kept on hold.
The Chief Officer, however, has given the party an option to apply afresh immediately in order to adopt proper procedure on the matter.
In his letter addressed to Seby De Melo, the Chief Officer said it has been brought to his notice that proper procedure was not adopted by the Council and undue haste was done by the technical section on the traffic island beautification proposal.
In fact, the Chief Officer pointed that it has further come to light at the Council meeting that there was no proposal placed before the Council for discussion and no resolution was taken by the Council.
Saying that the proposal has been kept on hold, the Chief Officer said the party is free to apply afresh so that the proper procedure could be adopted by the civic body.
The issue had taken centrestage at the special Council meeting held earlier this week when the City Fathers clean bowled the Municipal administration when they exposed how the office moved with great haste to ink the MoU within hours even before the Council could take a resolution on the proposal.
In fact, the City Fathers were unanimous in their stand that the Chief Officer should revoke the MoU in question and call for fresh offers from prospective parties for the upkeep and maintenance of the traffic island in front of Molio pharmacy behind the MMC building.
The City Fathers had contended that the technical section and the administration had moved with so much haste wherein the file was cleared within hours culminating in the signing of the MoU and the issuance of letter to the party to make the payments when the Council did not deliberate nor adopt a resolution to that effect.
