The Goa Coastal Zone Management Authority (GCZMA) has directed the Water Resources Department (WRD) to conduct an environmental impact assessment (EIA) study before going ahead with the dredging of Baina creek.
The authority has also asked the department to obtain a No Objection Certificate (NOC) from all the occupants residing along the creek to undertake the construction of retaining walls along the bank of the creek.
The Executive Engineer, WRD Working Division II- Minor Irrigation, Aquem, had moved a proposal to the GCZMA seeking permission to undertake dredging of Baina creek and also to construct the retaining wall along the bank.
The applicant has proposed dredging up to 3.5 meters depth. The dredging is proposed for the free movement of canoes in and out of Baina creek. At present, the water depth is shallow and is a hindrance to canoes. Dredging is expected to increase the water depth up to 3.5 meters uniformly.
Following a site inspection, the GCZMA noted that the proposed area falls under CRZ II. Accordingly, the Authority directed WRD to undertake an EIA study that should be extended during dredging and the post-dredging period.
“Impact on hydrodynamics and geomorphology of the channel and adjoining areas due to changed hydrodynamics and possible impact on the adjacent coast/bank, impact on sediment movement characteristics, erosion, accretion phenomenon, impact on aquatic and marine biota, etc should be estimated prior to dredging,” GCZMA said.
The authority has asked the applicant to take necessary care to avoid any water, air, and noise pollution. “It is paramount important that a proper site is identified for dumping (dredged sand),” it said.
