Deciphering the fine print of the recently unveiled state Budget, it has come to light that Chief Minister Manohar Parrikar has introduced new schemes of less expenditure for the year 2018-19, and this while maintaining the expenses of the ongoing previous social welfare schemes as it is.

There has not been any significant increase in the financial allotment to the previous schemes. This has been reflected in the Budget allotted to many of the ministers, maintaining a balance between the figures of their last year’s Budget and the proposed new Budget. There has not been much hike in their Budgets this year, compared to last year.

However, there has been a significant increase in the finance allotted to Sports Minister Babu Ajgaonkar, Revenue Minister Rohan Khaunte, Health Minister Vishwajit Rane, Rural Development Minister Jayesh Salgaonkar and Tribal Welfare Minister Govind Gaude. Some of the departments with these ministers are still in the process of carrying on various social welfare schemes while some new schemes will also be implemented soon.

Barring chief minister, the departments with rest of the 11ministers will be enjoying a budgetary provision of Rs 9,719 crore. The balance of around Rs 8 crore is allotted for the departments handled by the chief minister. The Budget of PWD handled by Sudin Dhavalikar has increased by Rs 40 crore but the Budget provision for transport and river navigation has been decreased to some extent.

The budgetary provision of Vijai Sardesai has been slightly hiked. Town and Country Planning budget has doubled. The budget of Agriculture Department has increased by Rs 10 crore and the heritage department budget has increased by Rs 3 crore. The urban development budget of Francis D’Souza has increased by around Rs 75 crore. But the budgets of other departments do not show much hike. The Budget of Law Department has been reduced by Rs 30 crore. The Sports and Tourism Department of Babu Ajgaonkar has seen a hike of Rs 100 crore.
