The bill seeks to insert a new section 40A in the Goa Panchyat Raj Act 1994 and replaces the ordinance which was promulgated by the government on June 9 this year.
Subsection 9(1) of the newly introduced section reads as "every person employed in any business, trade, industrial undertaking or any other establishment and entitled to vote at an election to panchayat shall, on the day of poll, be granted a holiday."
The bill, once it becomes a law, also mandates that there shall be no abatement of the wages of any such person on account of a holiday being granted and "if such person is employed on the basis that he would not ordinarily receive wages for such a day, he shall nonetheless be paid for such a day, the wages he would have drawn had not a holiday been granted to him on that day." The law mandating a compulsory holiday is already in effect through the ordinance but the law, once passed will replace it.
