There seems no end to the problems plaguing Saxttikars at the taluka Sub Registrar office to lay their hands on the prized birth documents.
While the government finally toned up the manpower requirements at the births and deaths section by drafting five employees, the laptops and the servers have only made matters worse for the staff and the applicants alike.
The Goan understands that the State administration had sanctioned five laptops and as many staff members to streamline the issuance of birth documents at the Sub Registrar office. Even as the sanctioned staff has joined duties at the Salcete office, three out of the five laptops developed a technical snag, hampering the issuance of the documents.
Sources in the know said the three laptops were all sent to Panaji for repairs by the Sub Registrar office days after the head office pointed out that there’s no technician around who could be asked to go to Margao to address the problem. The Panaji office has returned back the laptops, but the same problem has come to haunt the office once again.
That’s not all. Issuance of birth certificates has been hampered for another reason. Sources in the know said the internet has started giving problems and the head office has attributed the problem to the servers.
Sources further said that there’s no independent printer with the office to issue the birth certificates and the Sub Registrar is believed to have requisitioned a printer to be used only for the purpose of issuing the birth certificates.
Incidentally, while the head office has drafted five staffers to the Salcete office, the absence of a full- time peon with knowledge of Portuguese has further compounded the problem. Sources said that the office records is manned by a part-time peon, who has been deputed by the district
Registrar office.
“The Salcete Sub Registrar is badly in need of a full-time peon with knowledge of Portuguese for the simple reason that he is required to scan the documents before issuing the same,” an official added.
The Goan understands that though the government has beefed up the manpower at the Salcete Sub- Registrar office, the development has not changed the ground reality and has helped to clear the huge backlog of applications for birth certificates.
When contacted, Salcete Sub Registrar Domingo Martins said it will take some time to put things in order given that the government has deployed additional
manpower.
“Issuance of the certificates have been hampered when the servers are down. It will take some time before the situation returns to normal,”
he stated.
