The State cabinet which met on Friday passed a resolution to shift all eligible Class D employees to Class C and reclassify them as ‘multi tasking employees’, Chief Minister Laxmikant Parsekar announced.

The move is part of the plans to extend the benefits of the 7th Pay Commission as and when it is released to government employees.
Explaining the decision, Chief Secretary S K Srivastava said that the 6th Pay Commission had recommended the disbanding of Group D and converting them to Group C, provided they met the minimum eligibility criteria of educational qualification of having passed either Std X or an equivalent ITI certificate.
“Those who meet the eligibility criteria will be moved, however, there were many employees who did not possess that qualification. So we cannot just throw them out, for them there was a scheme that the government will retain them, upgrade their skills, and will call them as multi tasking staff so that they can do either a peon’s job, chowkidar's job, mali's job, or sweeper’s job,” Srivastava said.
“Henceforward, there will not be any recruitment of people who do not possess the requisite qualification,” the Chief Secretary said, adding that those appointed on compassionate grounds will also be offered training.
“If those people do not possess the requisite qualification, they will also be given training and provided the benefit of VII Pay Commission only after they complete this training,” he added.
“The resolution is to grant pay band I (₹5200-20200 with grade pay of ₹1800) to those group D employees who are possessing minimum educational qualification Std X or ITI and recruited after 1/1/2016, and to train those group D employees who do not possess revised minimum qualification for entry into pay band I and recruited after 1/1/2016,” the Chief Minister said.
The Chief Minister also said that recruitment for posts to erstwhile Group D employees like that of sweeper, mali, etc, would not be done through the Goa Human Resource Development Corporation and the administration will not recruit those who are not eligible hereafter.
