Congress gives govt 10 days to act on minority institutions issue

Former GPCC president Amit Patkar on Friday gave the Goa government 10 days to implement the Bombay High Court’s directions on the functioning of minority educational institutions, warning of a statewide democratic agitation if it failed to act.

Patkar said the October 3, 2025 judgment upheld the constitutional rights of minority institutions under Article 30(1), including their right to administer institutions and appoint qualified teachers. The court had termed the Education Department’s insistence on a particular appointment procedure unjustified.

His remarks came after the High Court issued contempt notices to the Director of Education and two deputy directors over alleged non-compliance with its directions, with around 400 Diocesan Society employees reportedly working without salaries.

Patkar claimed pending cases had increased from 107 to nearly 400, affecting appointments, regularisation, promotions, salaries and service benefits. He said the government should immediately clear the cases and warned that failure to do so would lead to democratic protests.
