In another attempt to stop illegal land conversions, the Revenue Department has issued a circular, instructing concerned departments and licensing authorities to insist on conversion sanad before issuing licenses.
That’s not all. The concerned departments and the licensing authorities have been instructed not to issue provisional technical clearance until developers or builders obtain a conversion sanad and make necessary payments towards the conversion of the land sought to be developed.
The circular issued by Under Secretary, Revenue-I Durga Kinlekar has enjoined all the Departments to issue necessary directions to their sub-offices for strict compliance with this circular.
The Under Secretary of Revenue pointed out that Section 32 of the Goa Land Revenue Code, 1968 lays the procedure for conversion of use of land from one purpose to another and in accordance with the said section, it is necessary to obtain permission i.e. conversion sanad from the revenue authority for undertaking various developmental projects or works.
He, however, stated that instances have come to the notice whereby various license issuing authorities -- Town & Country Planning Department, Directorate of Panchayat, Directorate of Municipal Administration -- tend to issue provisional technical clearances/ licenses without insisting on Conversion Sanad, and the same has resulted in financial losses to the State Exchequer or Revenue Department.
Hence, the circular has instructed the departments and licensing authorities to insist on conversion sanad before issuing licenses and not to issue provisional technical clearance until developers or builders obtain conversion sanad and make necessary payments towards the conversion of the land sought to be developed.
