Demand more junior engineers to speed up estimate work

South Goa Zilla Panchayat members on Friday expressed concern over the quality of the development works if contractors are allowed to quote 30 per cent below in tune with a government circular.
At the ordinary meeting of the South Goa Zilla Panchayat chaired by ZP Chairperson Sanjana Velip, members also brought to the fore the delay in preparing estimates for the works. They demanded that the government post minimum four full-time junior engineers to expedite the work of preparing estimates.
Members cutting across party affiliations expressed concern over a circular allowing contractors to quote 30 per cent below the cost. Pointing out that the government had increased the GSR rates in tune with the cost of construction, the members, however, raised apprehensions that allowing the contractors to quote 30 per cent below will affect the quality of the works.
The ZP chief has assured that the resolution adopted by the members will be forwarded to the government for necessary action.
Members raised the issue of delay in the preparation of estimates, resulting in the delay in tendering of works. They pointed out that the government should post at least four full-time junior engineers to expedite the estimates.
On the Zilla Panchayat Bhavan, the media was informed that the bhavan could not take shape because of land issues. The chairperson said the proposal could not be taken forward because of the observation made in respect of the land acquisition.
On complaints made by members that proposals made by them have not been tendered yet by the body, the ZP chairperson said the body will float a tender for 11 works on Monday.
