GPCC President Shantaram Naik on Friday expressed his reservation over the proposal for simultaneous election schedules without a draft bill as the basis while terming the practice as ‘dangerous'.
In a letter addressed to the Union Minister of Finance Arun Jaitley, Naik has said that any discussion for holding simultaneous polls in the country has to be on the basis of a draft bill instead of a note prepared by the Election Commission of India.
"Any discussion with re
spect to holding of simultaneous elections has to be held on the basis of a draft bill and not on the basis of a prepared note, however exhaustive it may be," Naik has said in the letter. The GPCC president has sought to know whether the EC has a plan to deal with the possible breakdown of the constitutional machinery in the event of defeat of the present government at the state and national level.
"Holding simultaneous elections to the Lok Sabha and State Assemblies may appear to be attractive. But it is shocking that an important body like Election Commission of India has no regard to the basic structure of the constitution and to the parliamentary democracy adopted by the country," Naik stated.
He has urged the Union Law Ministry to advice the ECI on the relevant provisions of Indian Constitution. "Had the Commission studied the matter, it would not have openly encroached upon the powers of Parliament," Naik has argued.
