Fate of GIPARD draft-guidelines for formation of plan not known

Can anyone in the Secretary shed light on the fate of the draft-guidelines prepared by the Goa Institute of Public Administration & Rural Development (GIPARD) for the formation of District Plan by the District Planning Committees around a year and half ago?

GIPARD Director, Training Michael D’Souza had on July 22, 2020 had sent the draft-guidelines for formation of the district plan by the DPCs to the Secretary, Panchayats, Secretary, Urban Development and the Director of Panchayats and Urban Development seeking their suggestions and further amendment/notification so that GIPARD can hold deliberations, meetings/workshops on the same before coming out with clear guidelines.

The guidelines were mooted by GIPARD to set in motion the process for creating training module on DPC process and draft district plan preparation so as to impart need-based training to the functionaries at Rural Local Bodies (RLBs) and Urban Local Bodies (ULBs), besides sectoral departments of the government.
