Fire dept audit reveals serious safety lapses in Panaji market

From non-functional fire pumps, courtyard hydrants and fire alarms to haphazard routing of electrical cables and blocked designated exits, the Directorate of Fire and Emergency Services noticed several shortcomings during a recent fire safety audit of the Panaji market complex.
The Panaji market complex is a basement with a ground plus one structure with various shops dealing with electricals, mobiles, garments, vegetables, fruits, groceries and stationery items.
During the inspection on December 7, 2017, officials observed that the shortcomings, which were earlier noted in 2012, have not been complied till date, thereby showing little concern towards fire safety and life of the general public.
Besides, officials during an inspection on December 7, 2017 noticed that fire pumps, courtyard hydrants, hose reel hose, detection and fire alarm could not be tested as the same were found non-functional.
Electrical cables were also found haphazardly routed throughout the shops allotted in Panaji market and electrical junctions and cables joints were left exposed. This poses a serious fire hazard.
The officials observed that all electrical wiring in the premises should have been in PVC sheathed conductors or vulcanized rubber cables of tough rubber and all joints should have been made with porcelain insulated connector, according to law.
Noting that twisted and tapped joints shall not be permitted, the officials observed that electrical safety audit should be conducted of the entire Panaji market premises through an authorized/licensed third party electrical contractor.
The officials also noted that designated exits were found blocked at all locations, even though these are a must for proper evacuation of people within the building.
Due to the various safety lapses, the fire department has not yet renewed the fire safety certificate of the CCP market complex.
The CCP has been asked to comply with the recommendations and to inform the Department of Fire and Emergency Services at an early date to check the functional efficiency of the fire protection installation of the Panaji Municipal Market.
Department of Fire and Emergency Services has warned that the responsibility of any loss of life in the premises due to non-compliance shall solely lie on the occupants and owner of the Panaji Market Complex.
When contacted, CCP Commissioner Ajit Roy said efforts were afoot to install new fire safety equipment.
“After an inspection by fire officials, the CCP had inspected the market and new machinery will be installed to ensure fire safety in the premises. We have already started the process,” informed Roy.
