Speaking to The Goan, Goa Government Employees’ Association president John Nazareth stated:
“The recovery of the temporary pay grade granted to Group D employees had begun in many departments. But after we submitted a letter citing a Supreme Court judgment terming such recovery as illegal, all departments except Goa Medical College ceased to recover the higher grade from these employees. GMC has been recovering amounts from around 350 employees since for last five to six months.”
These 350 employees include sweepers, patient attendants, X-ray attendants and such other allied staff.
GGEA has made two demands which include ceasing all recoveries and fixing of Seventh Pay Commission scales of the employees according to their dates of employment. The notice is likely to be submitted to the Chief Minister, health minister, chief secretary and health secretary on Monday at the Secretariat.
By an office memorandum dated November 21, the government had accorded the status of Group C to the 3,000-odd Group D employees.
Accordingly, it was stated that those with an SSC or ITI certificate would
be granted notional pay from their date of appointment and those without these certificates would have to undergo training.
“The training would take at least four months. This delay has been caused not by the employees but because the administration
has not acted in time and continued with the temporary pay scale of Rs 4,440 to Rs 7,440 well after the Sixth Pay Commission recommendations were implemented,” Nazareth stated.
