In a move, which is going to be beneficial for the industrial sector, Goa Industrial Development Corporation (GIDC) will act as a single window for construction license and occupancy certificates sought by the industries.

Damodar Kochkar, president, Verna Industries Association, said, “As of now, industries have to submit their building plans to GIDC for its approval. Once GIDC approves the plan, industries have to submit it to departments like Health, Factories and Boilers and Fire and Emergency Services for their approvals as well.”

Naturally, this requires industrialists to keep on running behind several government departments to get construction license for either building a factory or for expanding it.

Kochkar continued, “In a recently held meeting, it was decided that GIDC will act as a single window for construction license of the industries. This means that industries will just have to submit building plans to GIDC. After approving it, GIDC will pursue the building plans of industries with Factories and Boilers, Fire & Emergency Services and Health departments.”

If no problems are found in building plans, GIDC has to get the consent of all the departments and issue construction license to the industry by the tenth day. This means that industries will have their building plans approved by the government departments in ten days, provided they have complied with all the requirements.

After getting the construction license, industries also need occupancy certificate, which allows them to start their operations within the factory complex. So far, industrialists had to go to several departments for getting occupancy certificate as well.

Kochkar informed that GIDC will act as a single window for occupancy certificates also. Industrialists will just have to approach GIDC for getting occupancy certificate and GIDC will pursue the matter with all the other departments.

In case all the submitted documents are fine, GIDC will issue occupancy certificate to an industry by the eighth day. This decision was taken in a recently held meeting, which saw the presence of GIDC Chairman, Glenn Ticlo, officials from several government department and industry representatives.

THE ROAD AHEAD

GIDC will be the single window for getting all the approvals necessary for getting construction license and occupancy certificate

Industries will have to approach GIDC with their building plans. Once plans are approved, GIDC will pursue the matter with departments like Health, Factories and Boilers and Fire & Emergency Services for their approvals as well

If all the conditions are complied with, GIDC will issue construction license to the industry by the tenth day

Similarly, after getting NOCs from all the departments, GIDC will issue occupancy certificate to the industry by the eighth day

As of now, industrialists have to go to all the departments themselves for getting their NOCs for construction licence and occupancy certificate
