The State government has designated the Goa Medical College (GMC) Dean, Medical Superintendent and professors of respective medical fields corresponding to the disorder suffered by the person with disability (PwD) have been designated as “certifying authority” for the whole State by a specific notification.
For PwD with locomotor disability for instance, the dean and MS will also assisted on the ‘certifying authority’ by GMC’s professor of Orthopedics. Similarly to certify PwD with visual impairment, the GMC’s Ophthalmology will team up with the Dean and MS as the ‘designated authority’ as will the professor of ENT for PwDs with hearing impairment.
Three professors -- pediatrics, neurology and psychiatry -- team up with the dean and MS to certify PwDs with intellectual authority. Also for PwDs with blood disorders, the professors of medicine or pediatrics (if PwD to be certified is a child), pathology and orthopedics are incorporated on the ‘authority’.
Four professors in addition to the dean and MS are incorporated on the authority for certifying PwDs with autism disorders -- pediatrics, psychiatry, neurology, chronicle psychologist.
Similarly, the notification issued by Director of Social Welfare, Umeshchandra Joshi, also designates additional authorities to carry out the same function as the “State” authority for both North Goa and South Goa districts.
Medical Superintendents of the two district hospitals will head the authority and will have the specialists in each category from the respective district hospitals on it depending on the kind of disorder/disability the PwD suffers.
