Delhi, Maharashtra, Gujarat, Karnataka and Tamil Nadu are other states of the country, which are net takers of migrants.
The meaning of net taker in this case is that these States received more migrants from other parts of India than people of these States, who moved out of them.
This also shows that the living and income standards in States like Goa, Delhi, Maharashtra and Tamil Nadu are much higher than other States of the country.
As per Economic Survey, Uttar Pradesh, Bihar, Jharkhand and Madhya Pradesh are the States, which witness huge number of people leaving for other States.
The estimates surpassed the annual average flow of about 4 million suggested by successive Censuses.
In a way, Economic Survey proved the largely held perceptions about Goa and other States of India. The survey, however, highlighted an anomaly saying that Goa could be receiving people from other States, who might be using it as a transit point to other parts. This also can increase the number of migrants in Goa.

The government suggested that the only ‘plausible’ hypothesis for this acceleration in migration was that the rewards (in the form of prospective income and employment opportunities) have become greater than the costs and risks that migration entails.
