Meet Goa s new Director General of Police Dr Muktesh Chander. A multifaceted personality, Dr Chander has had his fair share of academics, law enforcement and music. Having joined the Indian Police Service in 1988, Dr Chander has served in several positions, including IG (Daman & Diu), Addl Commissioner of Police, Crime (Delhi) and his last posting as Special Commissioner of Police Traffic (Delhi), before taking over as Goa s DGP on Monday. What makes his academic career particularly extensive is the long and wide range of courses that he has pursued so far. Dr Chander graduated in Electronics and Telecommunication Engineering (Delhi University), holds a law degree from the same university and also has a diploma in Human Resource Management and a diploma in Cyber Laws. If this wasn t enough, he completed his masters degree in Criminology & Forensic Science and earned a PhD in Information Security Management at IIT Delhi. In addition, Dr Chander has done a Hostage Negotiation course at Louisiana State Police Academy (USA) and a Law Enforcement Executive Development Course with FBI at Los Angeles (USA). Goa s new DGP also holds an amateur radio licence and is a life member of Amateur Radio Society of India. What has also earned Dr Chander accolades in the music world is his proficiency with the flute and mouth organ. Besides several performances, many of which have been recorded on TV, Dr Chander has even played “Aaja Tujhko Pukare Mere Geet Re” (Muhammad Rafi) on flute at Siri Fort. “This song, composed by Kalyanji Anandji and sung by Rafi, was played by me on flute at Siri Fort Auditorium in the presence of Anandji on July 31, 2013 (death anniversary of Md. Rafi). It is my humble homage to one of the greatest singers of Indian cinema,” wrote Dr Chander, while describing his performance on youtube. The next year, Dr Chander launched his music album “Nostalgic Flute Magic” by performing at India International Centre Lodhi Estate, New Delhi. Incidentally, Dr Chander s music album was launched by then Minister of State Tourism and Culture and present Union Ayush Minister Shripad Naik. During his career in service, Dr Chander has served as Centre Director Cyber Division and National Critical Information Infrastructure Protection Centre in NTRO under Prime Minister s Office. He was also selected as United Nation Police Observer and monitored, trained and advised police in Bosnia and Herzegovina for a year. Dr Chander has written extensively on cyber crime and related topics for various journals and newspapers. He was also member secretary of the Joint Working Group which formulated “Guidelines for Protection of National Critical Information Infrastructure”. Incidentally, Dr Chander even advocated forensic hypnosis as “one of the fastest growing areas of specialisation which provides yet another tool to investigating officers.” “Under a skilled hypnotist, during hypnosis, a victim can describe the crime and criminal with minute details, vividly and completely, without the associated trauma,” he wrote in an article in Indian Police Journal (2006).
