Parrikar who was addressing a press conference also said the State government has taken a decision to open a ‘window’ for liquor licence holders affected by the ban order “to move outside the ban zone” offering them no charges or fees if they wish to secure a new licence for another location or transfer their licence to someone else.
“We feel that in Goa some special dispensation is needed. But the final authority being the Supreme Court, we have to approach it. We have to prepare documents, the research for which is on. The government is contemplating approaching the SC in the next two-three months for a proper a clarification and possibly some special consideration for the State,” Parrikar said.
He said, at present, the State is trying to save as many liquor outlets as possible by re-examining notifications for State highways as well as renewing licences of those that fall beyond the 220 metre zone in village panchayats and census towns.
“By tomorrow evening we will issue notices to outlets that have been closed. We have not renewed licences so technically all at this moment are closed. However, licences of those that fall outside 220 metres will be renewed,” Parrikar said adding that around 1000 licences could so be saved.
“The excise department will also issue a general order saying that since these licences are cancelled… all restaurants will be permitted to renew their licences as they do not come under SC ban.
