Chief Minister Pramod Sawant on Wednesday announced the launch of the ‘Mhajo Flat Scheme’ after it received approval from the State Cabinet, saying the initiative will provide ownership security and enable the redevelopment of ageing and dilapidated apartment buildings across Goa.
Briefing the media after the Cabinet meeting, Sawant said the scheme will be implemented through the Corporation, Revenue and Law departments with an ordinance expected to be issued within the next two days. “The scheme will ensure secure ownership rights, simplify legal procedures, facilitate redevelopment wherever required, and provide long-term housing security for thousands of flat owners across Goa,” said Sawant.
As part of the initiative, the government has also announced a significant reduction in stamp duty for unilateral deemed conveyance, making it easier for housing societies to obtain legal ownership rights in cases where builders or landowners fail to execute conveyance deeds.
The revised stamp duty structure will be category-based, with higher rates applicable in coastal areas and major cities, lower rates in municipalities, and minimal charges for remote villages.
Sawant said the government would substantially reduce the financial burden on housing societies by capping the registration fee for deemed conveyance at Rs 10,000, along with concessional stamp duty.
He further stated that the proposed amendments would eliminate the need for multiple stamp duty payments by fixing a nominal charge of Rs 1,000 on subsequent instruments executed as part of the same development transaction.
