The Government has reconstituted the Empowered Group of Secretaries (EGoS) and constituted Network Planning Group (NGP), Technical Support Unit (TSU) for effective execution of PM Gati Shakti State Master Plan.
It may be recalled that in October 2021, the PM Gati Shakti National Master Plan (NMP) with a budget of Rs 100 lakh crore was launched with a digital platform to bring 16 ministries including roadways and railways together for integrated planning and implementation of infrastructure connectivity projects.
The main Empowered Group of Secretaries (EGoS) committee under the Chairmanship of Chief Secretary is composed of Principal Chief Conservator of Forest, All Administrative Secretaries, Principal Chief Engineer (PWD), Director, Directorate of Industries, Trade & Commerce (DITC) Secretary as members.
The committee will be responsible to develop the state master plan by integrating State level data into the GIS portal developed by the BISAG-N (Bhaskaracharya National Institute for Space Applications and Geoinformatics).
The committee also will conduct an infrastructure audit for the planned/created economic zones in the States, besides doing work of finding out infrastructure gaps etc.
The Director of Industries, Trade and commerce will be the chairperson of the second group called Network Planning Group (NGP). The Director, Urban Development, Chief Electrical Engineer, Director, Environment, Principal Chief Engineer (Public Works Department), Captain of Ports, Nominee of Principal Chief Conservator of Forests (Forest Department), Director, Civil Aviation, Director, Transport Department, Director, Information and Technology, Managing Director (Goa Industrial Development Corporation), Chief Engineer Water Resources, Director, Tourism Department, Managing Director, Goa, Tourism Development Corporation, Director, Agriculture Department, Director, Settlement and Land Records, Managing Director, Goa State Infrastructure Development Corporation are members of this committee.
The main role of the members of the group is sharing their specific action Plan for 2020-21 to 2024-25 with each other for facilitating integration of networks, enhance optimisation through modification/expansion/new network creation to avoid duplication of works for holistic development of any region as well as reducing logistics costs through micro-plan detailing.
One more committee called the Technical Support Unit (TSU) for PM Gati Shakti State Master Plan, comprised heads of departments such as Industry and Trade, Goa Investment Facilitation and Promotion Board, Information and Technology and Logistic Division, Goa Electronics Limited.
The TSU will support the Network Planning Group and Empowered Group of Secretaries to support PM Gati Shakti related initiatives and any other work allotted by the government.
