Govt to relax rules for foreigners desiring to tie the knot in Goa

Law Minister Nilesh Cabral on Friday told the House that the government was exploring ways to offer relaxation to obtain one month residence certificate for registration of marriage of foreign nationals born in Goa.  

“The government has approved the constitution of a committee of legal luminaries and experts to draft the family code or the Portugal Civil Code which will be notified soon. The committee will also examine the requirement of relaxation for obtaining one-month residence certificate for registration of marriage of foreign nationals born in Goa or having Goan lineage,” Cabral said.  

The Law Minister was responding to the concerns raised by Curtorim MLA Aleixo Reginaldo Lourenco during the Zero Hour.  

Cabral said there was already a provision in the law that allowed a foreign national to get married in a day in the State.  

“A foreign national can go to the court, meet the assistant public prosecutor (APP) and get permission to get married in a day. This provision is already there,” he said.  

Earlier, the Curtorim MLA informed the legislative assembly that several foreign nationals of Goan origin were facing difficulty in getting married in the State due to residence certificate.  

“Many foreign nationals who come to get married face problems to get the residence certificate. Sometimes, they have to pay quite a sum to get the certificate,” Lourenco disclosed.  

He said such foreign nationals who come to Goa to get married have a short time.  

“They are forced to stay for one month to get their marriage registered in the State. Some mechanism has to be worked out to give them relaxation in obtaining the residence certificate,” he said.  

The Law Minister also assured to take action against persons who issue false residence certificates for a price.
