The Colva Civic and Consumer Forum has claimed that a technical clearance order has been issued for the construction of compound walls in Colva village despite the High Court striking down Section 17(2) rules and the 2023 guidelines, and Supreme Court directions to maintain the status quo with respect to lands corrected under Section 17(2).
In a complaint filed before the Chief Town Planner and other authorities, forum secretary Judith Almeida has demanded that the permissions/licences issued by the authorities be forthwith suspended or recalled, followed by rejection of the applications in the interest of upholding the law and preventing environmentally and legally unsustainable development.
She has requested the Deputy Town Planner to suspend or recall the TCO issued and review the same in light of the High Court judgment dated March 13, 2025. “The TCPD mindlessly issued a TCO for boundary walls in Colva village,” she added.
Almeida has threatened to move the High Court if the TCP fails to suspend or recall the TCO issued for the construction of the compound wall. “We will take the issue to its logical conclusion if the TCP fails to act on our complaint,” she warned.
