Officials of the Goa Waste Management Corporation have time and again maintained that the time has come for Margao to establish an independent waste treatment plant capable of handling its own waste. Significantly, the Corporation had written to the Margao Municipal Council nearly a year ago, reminding it of the High Court's directions regarding the establishment of the 15-TPD bio-methanation plant. However, the communication reportedly elicited little response, and the proposal has since remained in limbo.

While the gasification plant may address a segment of the city's waste stream, GWMC officials say  that sustainable waste management requires a combination of segregation at source, bio-methanation, composting, recycling, scientific processing and efficient disposal mechanisms.

Against this backdrop, the government's silence on the implementation of the High Court's directions has become increasingly difficult to ignore. The delay not only prolongs Margao's dependence on Cacora but also raises questions about accountability in executing court-mandated infrastructure projects.
