The Goa Waste Management Corporation (GWMC) has asserted that the price for the seven containerized bio-methanation plants of 5TPD has not been determined by the Corporation, but Ms Yasasu Green as available on the Government of India e-marketplace (GeM) portal.
GWMC Managing Director Levinson Martins stated that the proposal to examine M/s Yasasu Green’s bio-methanation containerized plants had come from the Margao Municipal Council.
“Following the inspection of such installed plants at Delhi and at the request of the Margao Municipal Council, during the preparation of the preliminary estimates, the rates were taken from the government of India e-marketplace, GeM portal. This price has not been determined by the GWMC,” Martins asserted.
He pointed out that GWMC will work out the final estimates once it receives the final nod from the Margao civic body. “All specifications of these bio-methanation plants, which are containerized, compact and modular models and transferable units with stainless steel main digester material, with thermal insulation and thermophilic digestion with manure maturation system, are available on the GEM portal,” he added.
GWMC sources said, “Operation and maintenance is for a period of 5 years which includes four operators, seven labourers and three security. This is essential in order to ensure that the operator successfully operates the facility for five years.”
Giving the chronology of events, GWMC pointed out that the MMC vide letter dated 20.08.2019 forwarded a proposal to set-up containerized bio-methanation plant of M/s Yasasu.
“At the HPCC meeting held on 22.10.2019, considering the requests of MMC the proposal for setting up of containerized bio-methanation plants within the jurisdiction of MMC was taken up and it was decided that a team of officials from GSUDA, GSPCB, MMC and GWMC would visit the bio-methanation plant installed at New-Delhi. Inspection of containerized bio-methanation plant installed by M/s Yasasu at New Delhi was conducted on 24.10.2020 by a team of officials from GSUDA, GSPCB, MMC and GWMC,” the GWMC stated.
The GWMC vide letter dated 28.02.2020 forwarded the inspection report of the containerized plant installed by M/s Yasasu at New Delhi, recommending that MMC could consider installing the said type of plant by ensuring that segregated waste would be deposited at the plant.
“GWMC commenced assisting MMC since May 2019 and recommended various measures. However, to date i.e. September 2020, none of the measures have materialized on the ground. In a view to finding a quick solution to the issue, an inspection at Sonsodo was conducted on 26.08.2020 in the presence of Waste Management, Michael Lobo, Margao MLA Digambar Kamat and Fatorda MLA Vijai Sardesai in presence of MMC, GSPCB and GWMC officials. After the meeting, it was seen that MMC had still not overhauled/ repaired the existing machinery which was affecting the treatment of waste,” officials said.
GWMC informed since these units are available at GeM Portal of the Government of India, it was decided to include the containerized bio-methanation plants in the proposal for upgradation of the Sonsodo facility.
