The High Court of Bombay at Goa has issued notices to the State government and two private persons on a petition that alleges inaction by the authorities over an illegal construction in Veroda, Cuncolim.
The petitioner, a social activist, told the court that the authorities did not act on a legal notice sent on December 1, 2025. The notice had raised concerns about unauthorised construction by two brothers on Survey No. 4/8-D of Veroda village, without any permissions or conversion sanad. The land is classified as orchard and agricultural land.
The petition states that the structures were built after filling low-lying, cultivable and flood-prone land. It claims that this has put the lives of the builders and others at risk, especially during any natural calamity.
The petitioner has accused the authorities of acting in an illegal and biased manner by not taking action. He has alleged that the officials are protecting the illegal construction.
He has asked the court to direct the government to take immediate action, remove the illegal structures and restore the land to its original condition. He has also sought recovery of the restoration cost from the two private persons.
As interim relief, the petitioner has requested the court to order the sealing of the structures until the case is finally decided. The respondents have been given four weeks to file their replies.
