The Bombay High Court at Goa declined to grant interim relief to the petitioners who had approached the court seeking a stay on the handling of coal at the Mormugao Port but came down heavily on IIT-Bombay for failing to complete its source apportion study on the source of pollution at the Mormugao Port.

Hearing a petition filed by Sherwyn Correira a youth of Vasco, the court directed the IIT-Bombay to identify whether “coal is the culprit” rather than beating around the bush.

“Are the pollutants coal matter? Today we have such good equipment, and in Delhi you can see they identified the source, even the fine dust and burning of rice stock. …here too, when you give a study to be done to an agency you must ask is it coal dust that is resulting in pollution. We want to know if the coal dust is high,” Chief Justice Pradeep Nandrajog said.

The study being conducted by the IIT-Bombay is expected to be completed only by June 2020.

The source apportion study is being conducted by IIT-Bombay in order to get to the bottom of which among the several coal handlers at Mormugao Port is responsible for the coal pollution at the port.

The matter has now been placed for December 11.
