Representation to DGP
In a representation, a copy of which is with The Goan, Head Constable Sarvesh Khandolkar referred to media reports on Colaco’s suspension and urged the police chief to examine the implications of the officer’s alleged status as a
Portuguese national.
“It is anticipated that Edwin Colaco may opt for voluntary retirement or resign from service, or in the event of compulsory retirement instead of dismissal from service. In such circumstances, his past service will be completely forfeited and he will not be entitled to pension, retirement gratuity, leave encashment or other compassionate allowances under the CCS Pension Rules,” the letter stated.
The representation was forwarded to the DGP through the proper channel.
Seizure of PF sought
Khandolkar further claimed that contributions made to the General Provident Fund (GPF) after 2008 should be liable for seizure, alleging that Colaco’s service after that period would not qualify as valid service if he was a foreign national. He also sought recovery of benefits allegedly availed from Indian resources on the same grounds.
“His services are not qualifying since 2008,” the representation stated while requesting the DGP to take “necessary action”.
Police officers have not yet commented on the fresh representation, though sources said the matter would
be examined.
Inquiry underway
Colaco was suspended following a Vigilance report, and a detailed departmental inquiry is underway to determine the full extent of any violations and decide on further action.
