The gram sabha of Carmona on Sunday adopted a resolution demanding that the government keep on  hold the implementation of RP-21 till all the suggestions mooted by  the village are incorporated in the plan.

Gram sabha members also demanded that the panchayat obtain  a copy of the Transfer of Development Rights (TDR) policy from the Town  and Country Planning (TCP) department before taking a decision on the  policy.

At the Sunday gram sabha chaired by Vailona Fernandes and  attended by panch members, Winston Dias and Sandra Fernandes, gram sabha  members discussed the issue of the RP 21, with members pointing out that  the implementation of the plan should be kept on hold till the  suggestions mooted  by the village are incorporated. The  members also demanded that the government should not bring the village  under the Planning and Development Authority.

On the question of river nationalization, members pointed  out that the government has a sinister plan to make the Betul port a  coal handling hub, while opposing any plan to use the river Sal for  transportation of coal.

On the question of TDR policy, gram sabha member said that  the policy could spell danger to villages as it involves a higher FAR  for the builders. While pointing out that the width of the village roads  should be restricted to 10 meters, members asked the panchayat to  obtain a copy of the TDR policy so that the policy is discussed in  detail at the next gram sabha.

Members also urged the Panchayat to get a copy of the May  2018 CRZ notification from the GCZMA  before lodging the gram sabha’s view point on the notification.

The gram sabha witnessed an uproar over proposal to constitute Village Development Committee (VDC) with some members  calling upon the Chair to call for a special gram sabha to constitute the  VDC given that some of the panchayat members, who were members of the  Committee, are no longer members of the panchayat body.

Given the divergent opinion coming from the member in  favour and against the constitution of the VDC, deputy Sarpanch Vailona  put the proposal to a vote. The members voted in favour of a special meeting  to constitute VDC.

Other issues discussed include the ambulance given to the village under the MLPAD scheme, the  playground, etc. The panchayat also tabled accounts and  administrative report before the gram sabha for approval.
