the goan I networkrPANAJIrrAnnouncing the decision, Chief Minister Manohar Parrikar, who is the chairman of the Board has said that, the consultant would scrutinise projects that come before the board and place before the board a summary of their detailed scrutiny. r“The Board has decided to refer four projects approved in the 13th meeting (in the previous constitution of the board) and eight projects approved in the fourteenth meeting to the consultant for scrutiny,” Parrikar told media persons. rThis is over and above the 27 projects which the previous Board had decided to send to the consultant for scrutiny. r“I want to stress that sending a project to the satellite consultant doesn’t mean that we are cancelling the project. It’s only we are examining in detail the claims made (by the promoter),” Parrikar said. rA bulk of the projects recommended to the consultant fall in the eco-tourism category and Parrikar said his biggest fear that promoters may slip-in real estate projects in the name of hotels, which is not the purpose of the IPB. r“(We need to check whether he (the promoter) has given correct calculation (of the number of jobs he proposes to add) whether he is faking it, in his investment and trying to take approval and then sell his land at a higher premium… all these aspects will have to be checked,” Parrikar said referring to what exactly the role of the consultant will be. r“It (the appointment of a consultant) should have been done earlier, it would have been easier for the (earlier) Board to understand and approve a project because they (the consultants) would prepare a presentation and give it to you,” Parrikar said. r“KPMG data and summary record will help us take decisions on an informed platform by our side not on the investment promoter’s side. The investor will paint a very rosy picture. Someone may say he wants to set up a hotel and build the bungalows and sell them. We want to ensure that we don’t get into that trap. IPB is not for real estate. The Investment Promotion Board in its second meeting, since being reconstituted, has decided to appoint KPMG Ltd as a ‘satellite consultant’ to examine projects on behalf of the government before they can be placed before the Board.
