The PWD, NH continued to carry out landfilling along the Seraulim-Mungul stretch of the western bypass despite strong objections raised by the residents.
Senior PWD officials, however, reiterated their stand that landfilling is required even when the bypass is built on stilts to transport heavy machinery.
The officials further contended there's neither a stay nor a stop-work order not to carry out any work on the bypass.
"The 10-member constituted by the National Green Tribunal has recommended construction of the 980 metres of the bypass on the elevated road. This means the bypass between Seraulim and Mungul will be built on stilts," the official said.
Residents waging a battle for the construction of the entire 2.75 km balance stretch of the bypass pointed out that the PWD should not have started the landfilling when the NGT or the high court has not yet disposed of the petition filed by social activist Royla Fernandes.
