Goa Lokayukta Justice P K Misra on Monday began the preliminary inquiry into the complaint filed by Adv Aires Rodrigues and Margao-based activist Jose Maria Miranda over the Outline Development Plan (ODP) for Margao and Ponda being prepared by the South Goa Planning and Development Authority (SGPDA) headed by former Dabolim MLA Mauvin Godinho.
Lokayukta Justice Misra has directed that records relating to consultations on the ODP held with the Margao Municipal Council and the Ponda Municipal Council be produced by Tuesday.
SGPDA chairperson Godinho and Member Secretary Ashok Kumar sought three weeks time to file their reply.
Lokayukta has adjourned the hearing to December 28 while also directing the SGPDA to produce the records relating to issuance of notices to all members of the SGPDA for the meeting held on December 15, 2016 and subsequent meetings scheduled thereafter.
The complaint before Lokayukta seeks to draw attention of the authority and prays for action over the alleged violation of set procedures for approval of the ODPs by the SGPDA whereby the exercise was being carried on without proper consultation with the local self-governing institutions. One of the complainants, Adv Rodrigues also sought to point out that there was a pressing hurry, to finalise the ODP before the declaration of the Code of Conduct.
Hinting at the possibility of corruption, Adv Rodrigues has sought that the bank accounts and details of assets acquired by Godinho be thoroughly probed from the date he was appointed Chairman of the SGPDA on July 31, 2015.
