Loliem sarpanch refutes claims over secy’s failure to record minutes

Refuting reports that the Loliem panchayat secretary had failed to record minutes of the special gram sabha held and adjourned due to unruly behaviour on November 27, 2016, Sarpanch Bhushan Prabhugaonkar claims that the secretary had read the minutes of the special gramsabha on Sunday.

“People are, however, demanding to know the new date for the adjourned special gram sabha,” said Prabhugaonkar, while speaking to The Goan.  
On Sunday, the Loliem-Polem gram sabha members had taken the sarpanch to task for not reading the minutes of the special gram sabha, which was convened to discuss the issue of the proposed IIT project, and demanded the immediate transfer of the panchayat secretary Manjunath Gaunkar for the lapse.   
The members also sought clarification from Sarpanch Bhushan Prabhugaonkar for registering ‘false’ complaints against seven villagers due to the ugly developments at the special gram sabha.   
When Prabhugaonkar completed reading the minutes of the previous gram sabha and sought to confirm it, the members raised objections for failure to read minutes of the special gram sabha, which was the main reason for registering false complaints by the sarpanch against seven residents.   
All the seven members present on Sunday demanded the reason, but after the sarpanch kept quiet, members then diverted their attention towards the panchayat secretary only to learn that the secretary had not recorded the minutes of the special gram sabha.   
While the sarpancha’s pleas to read the special gram sabha minutes during next meeting fell on deaf ears, the members then demanded the transfer of the panchayat secretary within 8 days.   
When contacted, Prabhugaonkar refuted the claims and sought to clarify on the Gram Sabha on Sunday.  
“People had demanded transfer of the panchayat secretary within eight days not because of the special gram sabha minutes, but because of their allegations that the panchayat secretary does not work properly.”  “Moreover, the panchayat secretary has recorded the minutes of the special gram sabha held and adjourned on November 27, 2016,” the sarpacnh added.ds of the members during Sunday’s gram sabha, the secretary had even read those minutes though it is not mandatory to read the minutes of special gramsabha in a general gram sabha.”  
“Members are however vociferous in demanding the re-convening of the adjourned special gramsabha, which I have refused to accept on various grounds,” the sarpanch added.
